We started around 3:30am at Panglao Beach with our scooter to catch the sunrise at the chocolate hills. You can drive your own scooter to the top before 8am and take photos on the beautiful windy road just underneath the top plattform. Drone flying is forbidden after 9am so make sure to arrive early. If you arrive after 8am, you have to park your scooter at the bottom parking lot and take a shuttle bus up there (free of charge).
