You’ll find Tenguyama in Otaru is a compact mountain with a ropeway and an observation deck that gives one of the best sunset and night views over the city and the sea. It’s easiest to reach by bus or taxi from Otaru Station or by car; take the short ropeway ride up and plan a few minutes’ walk to the main viewing platform. In winter it turns into a small ski area, so expect wind and icy paths and bring warm layers and grippy shoes; check ropeway hours before you go because they change by season. Facilities are basic but include a cafe and restrooms, so bring some cash and try to arrive 30–45 minutes before sunset for the best photos and fewer crowds.
