When travelling to the Basque Country, it is best to make a loose plan and to really explore the areas by following your nose.
You can fly to Bilbao, San Sebastián, Biarritz from many destinations. I traveled first to Madrid and then took a 4 hour train to Bilbao. A nice way to explore as much as possible. I then flew home through Biarritz for €20 with Ryanair.
Bilboa to San Sebastian is 1 hour by bus and again 1 hour to Biarritz. You do cross the Spanish and French boarder which can cause some delay but in reality, is minimal.
