The Tokyo Metropolitan Government Building is a spectacle of modern engineering. Located in Shinjuku, the building houses the local government governing special wards, cities, towns, and villages that constitute the metropolis. Architect Kenzo Tange designed the complex which consists three structures: Tokyo Metropolitan Government Building No.1, Tokyo Metropolitan Assembly Building, and Tokyo Metropolitan Government Building No.2. The tallest structure, the Tokyo Metropolitan Government Building No.1, stands 48 stories high with three levels below ground and splits into two sections at the 33rd floor. It contains observation decks located at 202 meters (663 ft) in the air, free to the public and containing gift shops and cafes. Since its completion in 1991 at the expense of ¥157 billion (about US$1 billion), the Tokyo Metropolitan Government Building has become an iconic symbol of Tokyo.​​
