The official regulations for drone use in Vietnam are different to what actually happens, so I will run through both for you to decide:

THE OFFICIAL RULES:

You must submit an official permit application 14 days in advance of every flight. Applications must be submitted to and approved by the Operations Bureau of the General Command Post of the Ministry of Defence.

The max height you can fly is 492ft (~150m) and the max weight of the drone is 26lbs (just under 12kg). The Mavic Air 2 weighs 570g (1.26lbs) so most personal drones on the market are well under the limit.

UNOFFICIALLY:

You need to know exactly where you plan on flying your drone and when, 14 days in advance - so you need to have your itinerary planned to a T. Oh, and apparently no-one ever checks the applications, so they are never approved.

Your best bet (and what everyone does) is to fly anyway. Just use common sense: do not fly your drone in built-up areas, over people, near military bases or places of religious importance.
