The Meguro River Cherry Blossoms Promenade is propably one of Tokyo's most popular cherry blossom spot. I highly recommend to come here early in the morning or late at night - or during lunch time during the week! If you can avoid the masses, it is indeed a lovely spot to enjoy the blossoms blooming along the river.
