Rent a Vehicle

If you're looking to visit Chichibu, then I highly recommend renting a vehicle. The buses in Chichibu run only occasionally, but by renting a vehicle, you'll have an easy way to explore around town, especially to areas such as Nagatoro and Mitsumine.

If you live in the United States, you need an International Driver's Permit. To obtain one, go to AAA, fill out an application, pay $20, and you'll receive your International Driver's Permit, which is valid for up to 1 year. Before going to AAA, make sure to get a passport photo before you go to AAA.

PS: The rental agency will cover the rules of the road if this is your first time driving in Japan!
