According to Portuguese law (Law no. 66/2021) you're allowed to sleep inside the van in public areas - as long as you've parked correctly and don't sleep outside.
Here is what matters:
sleeping inside is allowed in non-protected areas
setting up chairs, tables, and cooking outside is officially not allowed, but you can do it when there is no one around.
staying overnight in protected nature areas, is strictly forbidden. You can do so at your own responsibility.
please stay no longer than 48hrs per municipality
