To get mobile Data you basically have to options.

As Telkomsel is the only local provider with decent coverage in the area Option 1 is getting a Telkomsel SIM or eSIM which are available at the Grapari (Telkomsel store) in Luwuk. However as foreigner to use local SIM cards you will have to register your phones IMEI at Telkomsel too (registration valid for 1 month).

Option two which is more convenient but a tad more expensive it to use an international travelers eSIM, which does not need IMEI registration. Whilst doing so I would however again recommend going with a company that uses Telkomsel as provider, for example Airhub
