I would not recommend renting a car for Tbilisi - the taxi from the airport is pretty cheap so is the taxi around the city and that way you would not have to deal with parking and driving in narrow streets, which could be very stressful.

We used Yandex taxi app or Kiwi taxi app and it was pretty reliable. I did not pay more than $10 for the trips around the city.

You do need to rent a car for a trip to Kazbegi and Kakheti. We rented a car at cityrentcar.ge and were very happy with the service. They were able to pick the car up at the Tbilisi airport on the last day and accommodated the late time.
