This observatory is the main viewing platform into the DMZ and North Korea. Although there are telescopes here, we recommend bringing your own binoculars and zoom lenses as they were quite hard to see out of. On my most recent visit, the top floor (where the telescopes are) was closed and we weren't allowed to take photos into North Korea - but each trip is different and depends on current relations.
