Uluwatu Beach is very popular amongst surfers as the waves can be quite big. There a plenty of warungs and you will find a place to chill in the sand but don't expect blue turquoise clear calm water. Still very relaxing to watch all the surfers. As with all beaches in Bali there will be a small entrance fee.
