The Constitution of the Republic of Užupis, also known as the Bill of Rights, was written in 1998 by Užupis citizens Romas Lileikis and Tomas Čepaitis. It includes quirky rights like the right to love and take care of a cat or a dog, the right to be happy, and the right to not be afraid. The Constitution is displayed on plaques in multiple languages along a wall in Užupis, with new translations added regularly through collaborations with various embassies and organizations.
