Tripod or monopod for stability
Wide-angle for landscape shots of cliffs and ocean
Binoculars if you're not photographing
Composition ideas:
Frame a single puffin on the cliff edge with the ocean blurred behind
Capture puffins in flight returning with fish
Use backlighting to highlight puffin shapes and wings during golden hour
